The official Covid19 figures correspond only to the number of people who have accessed a test, it does not include suspicious cases, nor unidentified cases. The data at the national level refer to all the tests taken, both PCR and rapid tests, however, the report by province is only of positive PCR results, therefore, an effective individual diagnosis. However, since April 27, when the figures were revised, the reports have registered several inconsistencies, according to the health authorities, this occurs due to the constant filtering of the databases, which has included identifying individual patients who were they have had more than one test applied to them. With the intention of keeping you informed and informed, we share the official figures available:

⚖️ The budget cut to higher education is provisionally suspended, through the autonomous precautionary measure granted by Judge Jorge Enrique Arcos, at the request of Galo Naranjo, President of the University Council of the Technical University of Ambato, and in protection of the right to education, enshrined in the Constitution. 👩🏻‍⚖️‍ The Constitutional Court also issued a resolution in which the Ministry of Finance is ordered to suspend the budget cut for higher education institutions. Although the Court has not yet ruled on the non-compliance action and request for precautionary measures presented by various citizens, so the analysis process continues, the cut provided by the Ministry of Finance cannot be applied either.

🔎 On Monday, May 18, 2020, a hearing will be held to formulate charges for the alleged crime of influence peddling, against Alexandra Ocles, former director of the National Risk Management Service (SNGR), and four other people, for the irregularities that the General Comptroller of the State found in the acquisition of food kits. After the draw, the case fell to the Specialized Criminal Chamber, chaired by Judge Daniella Camacho.

💸 Reports of corruption continue during the emergency. Today the Prosecutor’s Office carried out a raid on the facilities of the Martín Icaza hospitals in Babahoyo and the IESS in Ventanas and Quinsaloma, due to a complaint filed by the Los Ríos Government. The government asked to determine possible irregularities in the contracting and purchase of medical supplies.

🙋🏽‍♂️‍🙋🏽 The Council for Citizen Participation and Social Control (CPCCS) unanimously resolved to request President Lenín Moreno to eliminate the Anti-Corruption Secretariat, due to duplication of functions and because it does not demonstrate true support in the fight against Corruption also requests that the resources occupied by this secretariat be allocated to the health and education sectors. In response, the Government Minister, María Paula Romo, said that it is the CPCCS that should be eliminated, since it has 290 officials, and that no results are seen in the Council’s task of promoting transparency and participation. He also reported that he has sent a letter to prosecutor Diana Salazar to report that there has been no intention by the Anti-Corruption Secretariat to interfere with the tasks of the Prosecutor’s Office.

👶 Directors, nursery schools and workers of Guagua Centros held a sit-in, in front of the San José Municipal Board, against the closure of the program by the Municipality of Quito. With this closure 1,200 women would be unemployed and 8,000 children without a pedagogical guide, the women requested telework modalities, such as those that the Board maintains with the Metropolitan Initial Education Centers (CEMEI). The women demanded to be attended by Mayor Jorge Yunda, but had to withdraw after the arrival of members of the army, the National Transit Agency and the National Police.

🌱 The Ecuadorian Coordinator of Organizations for the Defense of Nature and the Environment, CEDENMA, issued a statement regarding the growing environmental deterioration of the country, and for the permanent attacks on nature before the passive gaze of the authorities, such as cutting down forests in adjoining areas of Yasuní, mining activity in the province of Esmeraldas, routing of the SOTE and consequent oil spill in the Amazon, among others for which they request the competent authorities to carry out the respective controls to safeguard resources, the environment and life of Ecuadorian people.
